Investment Managers
The Florida Prepaid College Board carefully selects individual managers for each
investment option, unlike many other 529 Savings Plans that utilize mutual fund
based investment options. Each investment manager is competitively selected by the
Board and staff, along with outside investment consultant, Callan Associates. Numerous
factors are considered when selecting managers, including, but not limited to: financial
strength and stability, performance history and corporate background. The table
outlines Florida 529 Savings Plan Managers and the percentage of contributions they
manage for each Portfolio and/or Fund.

Section 529
The term "529 plan" describes a type of tax-advantaged college plan authorized by
Section 529 of the Internal Revenue Code. The money you contribute to these plans
grows tax-deferred, and when the student (beneficiary) is ready for college, withdrawals
for qualified college expenses are exempt from federal income tax.

By choosing one of the four Florida Prepaid College Plan options, you're prepaying
tuition and associated fees for either a state university or state college (formerly
community college) in Florida. This year's plans now cover the Local Fees and Tuition
Differential Fees charged by the schools. However, plan owners from previous years
have the option to add plans to cover those costs. Dormitory plans can also be purchased
to help reduce expenses for students living on campus. And the Florida 529 Savings

Optional Life Insurance
The Florida Prepaid College Plan offers optional term life insurance coverage, so
you don't have to worry if something happens to you before you finish making your
Florida Prepaid College Plan payments.
Master Covenant
The Master Covenant describes the policies for the Florida Prepaid College Plan
in detail. The account owner (purchaser) automatically receives an updated Master
Covenant each year until the student starts college.

Prepaid Plans
2-Year Florida College Plan
The 2-Year Florida College Plan prepays tuition, registration fees and local fees
for 60 lower division semester credit hours at any of the 28 Florida Colleges (formerly
known as community colleges), so students can earn an associate's degree or learn
a trade in a short amount of time. This plan allows beneficiaries to quickly plug
themselves into a profession and launch their careers.
4-Year Florida College Plan
Florida's 28 community colleges are expanding to reflect a broader mission and are
now known as Florida Colleges. Institutions in the Florida College system offer
workforce related bachelor degrees in areas such as teaching and nursing. To support
this trend, the Florida Prepaid College Board is now offering, the 4-year Florida
College Plan.

+ 2 Florida Plan
To help manage costs, many students start their education with two years at a Florida
College (formerly known as a community college), before finishing at a state university
in Florida. The 2 + 2 Florida Plan prepays tuition, registration fees and local
fees for 60 lower division semester hours at a Florida College and tuition, registration
fees, the tuition differential fee and local fees for 60 semester credit hours at
a state university.
4-Year Florida University Plan
There are 12 state universities located throughout Florida. The 4-Year Florida University
Plan prepays tuition, registration fees, the tuition differential fee and local
fees for 120 undergraduate semester credit hours at a state university in Florida.

Dormitory Plan
Living in a college dormitory can be a major expense. But it can also be a major
advantage for students as they're close to their peers, study groups, classes and
other sources of learning enhancement.
The Dormitory Plan addresses these costs by covering the payment for a standard,
double-occupancy, air-conditioned dormitory room at a Florida state university.
The Dormitory Plan may be purchased in one-year increments for up to two years (with
a 2 + 2 Florida Plan) and up to four years (with a 4-Year Florida University Plan)
and is offered only for a child in the eleventh grade or below. You may purchase
a Dormitory Plan along with a corresponding Prepaid Plan as noted above or supplement
an existing Prepaid Plan at a later date.

Existing Customers: Add

Tuition is just one part of the cost for a college education. There are many other
fees and expenses associated with it. And over time, they can really add up. To
manage those costs, the Florida Prepaid College Plan offers the University Dormitory
Plan, Local Fee Plan and Tuition Differential Fee Plan, all designed to help you
save. Please note the tuition differential fee is not required for plan holders
that purchased their Prepaid Plan prior to 2007.
Local Fee Plan
The Florida Prepaid College Local Fee Plan covers the required student activity
and service, health and athletic fees charged by Florida's public universities,
and the student activity and technology fees charged by state colleges. All students
are required to pay these fees, even if they do not participate in campus activities,
use on-campus health services or attend school athletic events. There are other
fees, such as transportation and lab fees that are not covered by the local fee
plan.

Tuition Differential Fee Plan
The tuition differential fee allows Florida state universities to raise revenue
to improve the quality of undergraduate instruction and to increase the availability
of financial aid. Each university will determine how the fee is used.

To provide Florida families with an affordable means to save for their children’s
future college education, the Florida Legislature created the Florida Prepaid College
Program in 1987, and the first Florida Prepaid College Plans were sold in 1988.
Mr. Stanley G. Tate was instrumental in the early development of the Florida Prepaid
College Board and served tirelessly as Chairman of the Board during the program’s
first 18 years, from 1987 to 2005.
